[ARCHIVED] Summit County Offices Make Additional Modifications After Governor Issues State of Emergency

(November 10, 2020) SUMMIT COUNTY, UT - In response to Governor Herbert’s 
Declaration of a State of Emergency in Utah  on Nov. 8, 2020, Summit County elected offices and departments have made additional modifications to their daily operations to ensure the safety of all Summit County employees and residents.

“Our number one concern is the safety of our team members and the people we serve,” County Manager Tom Fisher said. “We will do our part to slow the spread of the virus while continuing to provide services to our residents. We ask for the community’s patience during this time and are committed to maintaining the same level of service in or out of the office.”

Administration All employees working from home and can be contacted through email and office phone numbers.

Assessor At this time the Assessor’s Office will be open by appointment only. To view a directory of employees visit: 


Civil Division: All attorneys and paralegals will be working remotely and will be available via phone and email. Physical staffing of the Coalville County Attorney’s office is on an as-needed basis.


Criminal Division: Criminal court proceedings are by video and done by remote appearances. One Prosecutor per week is “on call” to answer calls from the public and lawyers during business hours and law enforcement 24/7. Paralegals are working at home. Investigator working remotely and ready for call outs. The office will be staffed on an as-needed basis only.


Victim Advocates: Both victim advocates are working remotely unless needed for call-outs or a specific court proceeding.


Children’s Justice Center: The Children’s Justice Center (CJC) is fully operational, sanitized and providing services to children and families and our MDT. However, the Director will be working from his home in Wasatch County unless there is an interview scheduled at CJC.


Animal Control Animal Control is open 10:30 am - 5:00 pm Monday - Friday. Anyone needing assistance over the weekend is asked to call Summit County Dispatch at 435-615-3601 to be connected with an on-call officer. 

Auditor The Auditor’s Office will be open by appointment only on Tuesdays and Thursdays. To make an appointment, please contact us via the preferred method of email at either of the following addresses:

BOE documents may be submitted via email in PDF format or alternatively by regular mail which will be checked on Tuesday and Thursday of each week. BOE questions/comments should also be submitted via email. While every effort will be made to respond to telephone messages in a timely fashion, the best way to contact us is via email.  

Community Development (Building and Planning) Our operating hours are 8:00am - 5:00pm.

During these hours our offices will not be open to the public, however, we continue to be available at our main number of 435-336-3124. The public may also reach out to if email is preferable.

We continue to use our E360 Building Permit Program for all building permit submittals. Inspections will be scheduled through this program and on site inspections will continue with our inspectors.

We are accepting Planning Applications via email to The applications and requirements are listed on the Planning portion of the website.

All Community Development Staff will be available via phone or email.

We are not doing any in person meetings, however, will work with the public via telephone, conference calls, or virtual meetings.

Planning Commission Meetings will continue to be held via Zoom on their regularly scheduled dates.

Clerk The Clerk’s Office is open until the Election Canvass is completed on November 17. At that time we anticipate moving to a modified schedule, which is to be determined. Meanwhile, no passports are being processed and marriage licenses are by appointment only. Other functions are partially available each day, depending on who is in the office.

Economic Development The Economic Development and Housing Office at the County Courthouse is “closed” but services are offered remotely. The Economic Development and Housing Director can be reached by email at or over the phone: 208-608-2472 (mobile) 435-336-3221 (office) All calls to the office will be forwarded to the Director’s cell phone. 

Engineering All employees have been relocated to work from home. We will come into the County Courthouse to sign plats (by appointment) and pick up the mail once a week. Inspectors will continue to do inspections as regularly scheduled.

Facilities Facilities is open 8:00 am to 4:00 pm weekdays. We are not taking reservations for conference rooms or Ledges Event Center at this time.

Finance The Finance Dept will be open by appointment only and with the appropriate staff member(s). We encourage comments, questions or concerns to be emailed to the proper staff member. Jokes or funny stories may be shared with the entire department. Please note the following staff directory:

Health Department Services are limited. Appointments required for immunizations. Please call ahead for availability. (435) 333-1500

History Summit County History Museum has been closed until further notice.

Personnel Summit County Personnel will have one person in office Monday –Thursday, but all employees are available by telephone five days a week. Fridays we may be in office as necessary.

Justice Court is still open and operational. The court has implemented our work from home schedule effective today, November 10, 2020. We will have one clerk in the office Monday thru Thursday, with in-office hours from 8:00 am - 4:00 pm. The office will not be staffed on Fridays, but all staff will be working from home on Fridays. Information Technology We are open, but employees are working remotely. If the public has requests for maps that cannot be found online we ask that they call GIS first before coming to the office. To speak to a live person, call 435-336-3143.



Curbside hold delivery service is available at all Summit County Library locations. Service for the Henefer Book Locker is also available. Bookmobile service is suspended until Monday, November 30th. Library facilities continue to be closed to the public until further notice.

Curbside pickup hours at Kimball Junction, Kamas, and Coalville are Monday-Friday, 10 am-6 pm and *Kimball Junction only on Saturday, 10 am-2 pm.


How to Place and Pick Up Your Holds

  1. Place your hold in our online catalog using your library card number and PIN. If you require assistance, please call your branch location directly.
  2. Receive a notification confirming your hold is ready for pick up. Please wait until this notification is received before coming to the library.
  3. Arrive at the library – please follow any signage posted.
  4. Park in the designated Curbside Hold Delivery stalls and call the number listed on the sign. Your identification will be verified over the phone.
  5. Please wait in your vehicle while we bring your items to you.


Items will be checked out for the standard two weeks and may be renewed unless the item is on hold for another patron. We have increased the hold/checkout limit to 20 items per card.


Please return materials to our outdoor book returns; our staff is unable to accept items directly. We will check in materials using sanitation guidance from the Summit County Health Department. Please note that items will appear on your account for up to one week after being returned to allow our staff time to properly process all materials. As always, no late fines will accrue for overdue items.

Motor Vehicles The in-person service counters and e-waitlist are closed starting Thursday 11/12. Staff will be providing title & registration services remotely, using phone, email and drop boxes.

Mountain Regional Water Our office is currently open Monday - Thursday from 8:30 - 5:00, and we are available remotely on Fridays during the same hours. More details can be found at:

NSFD Access to the fire stations is limited to emergency responders only. In an effort to limit the risk of exposure to first responders we will not be conducting any station tours or public meetings at this time. The station closure will remain in place until the emergency declaration has been lifted.

During the COVID-19 Pandemic, Park City Fire District is doing all we can to keep employees and the community safe. All Park City Fire District buildings are closed to the public; this includes fire stations and administrative offices. We will not be hosting station tours or providing any public education events.

As usual, we will respond to all 9-1-1 calls and provide professional emergency services. 

The Fire Prevention Bureau will be accessible by phone at 435-940-2532, Monday – Thursday from 8 a.m. to 5 p.m. Project inspections may be scheduled as inspectors are available.

Public Works The Public Works front office will be open by appointment only. Public Works road crews will respond to critical needs such as snow plowing, potholes, and stop sign repair. Call 435-336-3970 for more information.

8:00 am - 4:00 pm a.m. to 4 p.m.
 Monday through Saturday

Three Mile Canyon Landfill
8 a.m. to 5 p.m.
 Monday through Saturday

Recorder/Surveyor As per state statute, the Recorder’s Office will still be open from 8:00 am - 5:00 pm, but with only 2-3 people in the office in the morning and 1-2 in the afternoon. Senior Citizen Centers The Senior Citizen Centers remain closed until further notice. We will still be providing curbside "to-go" boxed lunches for our seniors in:

South Summit: Mondays and Thursdays from 12:00-12:30pm for reserved lunches

Park City: Mondays and Thursdays from 1:00-1:30pm for reserved lunches

North Summit: Wednesdays and Fridays from 12:00-12:30pm for reserved lunches

Sheriff The Sheriff’s Office does have a person in the front office assisting with walk-ins from 8:00 - 5:00, but we are encouraging all members of the public looking for police reports to email our records assistant directly - Adrianne Steed Thank you.

Sustainability The Sustainability Office is staffed from 8:30 - 5:00 each day. Our office is not open to the public at this time. Anyone looking to speak with the Sustainability Manager is invited to call 801-209-8757.
