Republic Services, on behalf of Summit County, recently issued invoices for the 2019 solid waste services fee. The County Council adopted a minimal increase of $4, for a total fee of $40 for the year, which equates to $3.33 per month. This annual bill assists in supplementing the costs of solid waste collection, disposal, and diversion.
WHAT IS A SOLID WASTE SERVICES FEE?
A solid waste services fee is used to off-set the costs of collecting, recycling, and diverting waste. It also assists with costs associated with operating and maintaining our landfills. The current costs for these services have exceeded the County’s ability to use traditional funding methods like property and sales tax. To address this shortfall, the County Council adopted an annual solid waste services fee.
It is important to note the fee does not replace property taxes used to fund solid waste services. The fee is essential to supplement the already committed tax revenue and pay for the costs of solid waste and recycling collection, processing, and disposal.

THE BILL CAME FROM REPUBLIC SERVICES, NOT THE COUNTY.
Summit County’s research determined that partnering with Republic Services to handle the billing on the County’s behalf was the most cost efficient means of collecting the necessary fees. No private information was provided to Republic Services other than the property owner names, addresses, and phone numbers which are of public record.
WHY IS IT IMPORTANT TO PAY?
As property owners in Summit County, it is our duty to provide for the health and welfare of our community. This includes the collection and disposal of trash and recycling.
I’M A PART-TIME RESIDENT.
Regardless of the length of time you occupy your residence in Summit County each year, you are assessed the fee by County Ordinance. As a primary or non-primary resident you have the opportunity to utilize this service.
I DON’T USE A GARBAGE CONTAINER.
The fee is for overall waste collection, disposal and diversion services. This may be in the form of a curbside bin or a shared dumpster. One of these two methods of solid waste collection is available to all residential developments.
I OWN UNDEVELOPED PROPERTY OR A VACANT LOT.
Undeveloped properties or vacant lots are not subject to the new fee. If you are an undeveloped lot owner and received a bill, please contact our Public Works Department at 435-336-3970 to have your property removed from the billing list.
WILL I RECEIVE A BILL FOR 2019 SERVICES?
Yes. You will be assessed this fee annually, normally arriving over the summer.
WHAT IF I REFUSE TO PAY THE BILL?
All property owners with a dwelling are required to submit payment for this fee. Invoices not paid by the due date are subject to applicable late fees. Unpaid invoices are subject to additional fees, service interruption, 3rd party debt collection and/or container(s) removal. An additional reinstatement fee will be charged to reestablish trash and recycling services.
