ONGOING WORK:
For the next several weeks, crews will continue work on a number of items that include:
- Cleaning storm drain catch basins and culverts
- Completing detention pond outlet structures
- Installing erosion control measures
- Installing remaining wildlife fencing
- Repairing ADA pedestrian ramps (near the Pinebrook roundabout)
- Continuing installation of landscaping irrigation and plant replacement
- Continuing work on construction site cleanup and demobilizing the project construction yard
ADDITIONAL INFORMATION
School starts tomorrow for Park City students! The project has upgraded several sidewalks and installed new pedestrian-activated crossings to improve safety for pedestrians, cyclists and drivers. Last year, Summit County completed the new pedestrian pathway at Bluebird Lane that connects to Jeremy Ranch Elementary School (see the map below). The new Jeremy Ranch Park and Ride Lot is now open! Summit County will install a bus shelter in the next few weeks. Utah Transit Authority’s SLC-PC Connect (UTA 902) and Park City Transit’s 7 Pink bus service will resume service to Jeremy Ranch on Monday, Aug. 24. A new e-bike station is being installed in the Jeremy Ranch Park and Ride Lot and is also anticipated to open soon.

- Lining and installing crushed rock at surface ditches project-wide.

- Installing detectable warning surface at Pinebrook Blvd crosswalk.

For the July 24th holiday, crews will suspend work on Friday, July 24 and resume on Monday, July 27.

Summit County recently installed new No Left Turn signs at the westbound and eastbound I-80 off-ramps to remind drivers to follow the roundabout designation and not to attempt illegal left-turn shortcuts.
The new Jeremy Ranch Park and Ride Lot will open as soon as the concrete waiting pad is placed, and Utah Transit Authority’s SLC-PC Connect bus can resume service (now anticipated for late July). A new e-bike station is being installed in the Jeremy Ranch Park and Ride Lot and is now projected to be available early August.

- Homestead Road transitions on each side of the I-80 overpass
- Kilby Road east of the Pinebrook roundabout
- Installing cattle guard at the new eastbound I-80 on-ramp
- Traffic will move to the temporary eastbound on-ramp during this work.
- Installing new fencing in several project locations
- Continuing to dress the final grade outside the roadway areas
- Beginning the landscaping at both roundabouts
- Beginning guardrail installation along Rasmussen Road
- Continuing to prepare the pedestrian trail for final paving (anticipated end of May)
The new Jeremy Ranch Park and Ride Lot will open as early as mid-June. The SLC-PC connect bus service is anticipated to resume during the Utah Transit Authority’s (UTA’s) service change date, which is anticipated to be July 6.

- New concrete curb and gutter installation on the roundabout tie-ins to Homestead Road.
- During this installation, travel lanes will be narrowed on Homestead Road (under I-80).
- New concrete curb and gutter installation on the I-80 westbound and eastbound on-ramps.
- Concrete installation on the new sidewalk on Rasmussen Road between Bluebird Lane and Homestead Road.
- Crews will continue to dress up the grades around the project in preparation of seeding and to clean up the project.
- Crews will be completing roadway tie-ins between the roundabouts and Homestead Road under I-80.
- Crews continue to build the eastbound and westbound on-ramps to I-80.
- Crews continue to stabilize and de-water the pedestrian trail at each of the I-80 ramp pedestrian tunnels.

- Road tie-in prep work near Homestead at both roundabouts for new pavement and concrete curb and gutter.

- Preparation for granular borrow installation at the EB on-ramp construction.
- Concrete barrier realignment at the WB on-ramp.
- Trail work between WB off-ramp and existing sidewalk.

As the current situation continues to unfold, we want you to know that we are working diligently to push this project forward. We are following the County’s Stay At Home Order and looking to the Governor who has mandated bold and aggressive steps to slow the spread of the disease, while also reducing risk for our contractors, partners and their families, as well as the general public. The safety of everyone involved in this project is a number one priority.
Summit County’s Order declares construction work to be an essential service and our commitment to you is to continue moving this project forward in the safest manner possible. At this time, our contractor and all sub-contractors visiting the site are keeping their distance from one another, even standing six feet apart in all safety meetings. Crews are being broken down into smaller groups and splitting shifts. Additionally, they are cleaning work equipment on a regular basis. March 4, 2020: Project Update
Construction activities during March include:
- Crews will complete the Pinebrook roundabout lighting this week.
- Crews will begin relocation of a 4 inch gas line on Kilby Rd.
- Drainage work on Kilby Rd continues.
- Slope dressing and project clean-up activities continue.
- Crews will continue to monitor and address traffic control and pothole issues.

The Summit County Public Art Advisory Board met March 3, 2020 to review the 69 submissions for the Jeremy Ranch Roundabout project. It was a difficult decision as all of the applicants were of excellent quality -- the board was thrilled with the volume of high caliber artists who submitted to the project. The Board successfully selected the 3 top finalists who will enter into a design/development contract with the County. The finalists will participate in an initial orientation and question/answer session where the selected finalists will get more familiar with the project goals and hear from and ask questions of the community planned for mid-March, and the three selected finalists will submit their rendering of the proposal by April 1.
Finalist proposals will be reviewed at the next Summit County Public Art Advisory Board meeting on Tuesday, April 7 from 4 p.m. - 7 p.m. at the Summit County Richins Building.

- Crews completed the electrical conduit boring and are wrapping up efforts to complete the Pinebrook roundabout lighting.
- After working with UDOT to identify the EB I-80 off-ramp lighting issues, the contractor is now moving forward with the repair plan.
- Directional signs have been placed at several locations, with more to come as work clears in those areas.
- Crews are continuing drainage work at the Jeremy Ranch Park-n-Ride Lot.
- Rock wall installation continues at Kilby Rd (near Cedar Drive).
- Drainage work continues at the tunnel under the EB I-80 on-ramp.

SCPAAB seeks an artist or artist-led team to create an artwork that celebrates a strong sense of place, embodies the values of the local landscape, culture, history, and/or wildlife, serves as a welcoming entrance into Summit County and engages the Summit County community during artwork project planning and installation.

- Crews continue concrete work and retaining walls on the tunnel under EB 1-80 on-ramp.
- Rock wall installation will occur at Kilby Rd (near Cedar Drive) over the next several weeks.
- Sign bases are poured and ready for the large roundabout directional signs (containing street names). Placement is anticipated by the end of January.
- Pinebrook roundabout lighting anticipated by end of week.

Temporary Pedestrian Detour Route Available Jan. 17
A temporary pedestrian detour route is scheduled to open as early as Friday, Jan. 17. The temporary detour route is unpaved (dirt or existing pavement in certain areas) and approximately 6-8 ft wide. Signage will be placed along the path to guide users. The temporary path will be maintained through Spring 2020.

Jan. 8, 2020: Project Update
Happy New Year! Construction starts up again at the Jeremy Ranch/I-80 Interchange after the Holiday break. Here’s a look at everything we’re working on this month:
- Lighting installation efforts are continuing on the Pinebrook roundabout.
- Crews continue concrete work and retaining walls on the tunnel under the EB I-80 on-ramp.
- Crews are coordinating efforts with UDOT on the conduit connection repair for the EB I-80 off-ramp lighting.
- Drainage work will occur on the WB I-80 on-ramp and near the new Park-n-Ride location.
- Crews continue permanent sign installation and will install large roundabout directional signs containing street names this month. Permanent one-way directional signs and yield signs are placed.
- Weather permitting, crews will pothole patch near the small roundabout at Jeremy Ranch Rd.
- Crews will continue to monitor traffic control daily and maintain delineators (barrels and candlesticks) that may get disrupted.

Dec. 18, 2019: Project Update
Crews are continuing work on:
- Guardrail installation will continue on Rasmussen Rd and Kilby Rd after the holiday break.
- Lighting installations at the roundabouts is continuing. Several will be illuminated ahead of the holiday break.
- Crews continue concrete work on the tunnel under the EB I-80 on-ramp and it will cure during the holiday break.
- Permanent sign installation continues. Permanent one-way directional signs and yield signs are placed. Crews will keep additional temporary yield signs up during the break. In January they will begin to install large roundabout directional signs containing street names.
- The EB off-ramp wildlife guard is installed and curing. The ramp will fully open ahead of the holiday break.
- Crews are continuing efforts to repair the lighting circuit for the EB I-80 off-ramp.

- We have worked directly with Apple and Google representatives to update mapping features through both platforms. Look for the update on your mobile device next time you drive through the interchange.
- The traditional Christmas tree drop off, located south of the Toll Creek businesses on Rasmussen Road, will be in be in place by Christmas Day.

Crews are continuing project work efforts on both roundabouts:
- Electrical wire is being installed to the new roundabout light poles.
- New white lane designation striping will be placed at both roundabouts early next week. Drivers should expect traffic control efforts while the epoxy paint dries.
- Permanent signs are being installed this week. In addition, Summit County has placed VMS signs at off-ramp locations.
- Drainage work efforts continue near WB I-80 on-ramp.
- Work efforts continue on both Jeremy Store entrances.
- The first half of the EB I-80 off-ramp wildlife guard went in last week. Crews will finish the other half and begin installation on the WB I-80 off-ramp wildlife guard. Drivers can expect a slight bump over the wildlife guards until final paving next spring.
- Crews continue work on the EB I-80 on-ramp pedestrian underpass for the Millenium Trail connection. Crews anticipate opening a temporary north/south pedestrian/cyclist path in early January.
- Project clean up efforts continue.
Also last week crews poured a stamped concrete “landscape feature” on the southside of the Jeremy Store. This is a special exit point for fuel and other delivery trucks only and is not intended for the general public to utilize. Posts and chains will be installed at a later date.

Dec. 4 , 2019: Project Update
With better weather forecasted over the next week, crews are continuing project work efforts:
- Roundabout light poles placement continues.
- Permanent directional signage foundations will be poured this week and signs are anticipated to be placed within the next two weeks. (Crews will continue to maintain and monitor temporary signs).
- Crews will smooth out ramp bumps with additional grinding and pavement.
- Drainage and detention pond work efforts continue.
- Curb, gutter and sidewalk installation will occur this week at the Jeremy Store west entrance.
- Wildlife guard installations continue.
- Crews are excavating the Millennium Trail to create a temporary north/south pedestrian path connection.

Over the next few weeks, crews will continue working on the following items:
- Lighting
- Storm sewers
- Permanent signage
- Temporary delineation
Construction barrels will be removed as certain activities are suspended for the winter. Final paving and striping will take place in the spring.

Nov. 21, 2019: New Westbound I-80 Off-ramp is Now Open
Today crews opened the new I-80 westbound off ramp at the Jeremy Ranch exit. At the bottom of the ramp, drivers should exit into the roundabout and then make a right-hand turn to connect with eastbound Rasmussen Road or continue left to go around the roundabout and connect to Jeremy Road, westbound I-80 or southbound Homestead Road.

Construction crews are planning to pave on Saturday and stripe on Sunday. Crews will switch traffic to full roundabout operations as early as Monday morning.

Crews will pave the Homestead/Rasmussen tie-in, finish paving the WB I-80 off-ramp and stripe the roundabout. Crews will switch traffic to full roundabout operations as early as Monday morning. Work will suspend for the Thanksgiving weekend, but crews will still monitor and maintain traffic control. Crews will implement a temporary pedestrian plan in the coming weeks.

Nov. 15, 2019: Partial Closure of Homestead Rd Starting Monday, Nov. 18 - Sunday, Nov. 24.
In order to maximize the construction schedule prior to winter weather, crews will close a portion of Homestead Road at the north side of the Jeremy Ranch roundabout for up to six days, beginning at 8:30 a.m. Monday, Nov. 18. During the closure, they will be able to pave the Homestead Road tie-in to the roundabout and complete sewer bypass work quicker and more efficiently without the need to maintain traffic at the same time. The road will reopen by early Sunday morning, Nov. 24.
The project team has coordinated closely with nearby organizations including the Jeremy Ranch HOA, Jeremy Store and Park City School District to implement and communicate this closure and appreciate their support in this approach to better serve drivers and residents this winter.
Drivers can avoid the closure by heading west on Homestead Road at the Sackett Drive intersection and then connecting to Jeremy Road to drive east back to the roundabout.

Nov. 14, 2019: Project Update
As of this week, the new Rasmussen Rd entrance to the Jeremy Store and Toll Creek businesses is open, Pinebrook Blvd access is now available through the roundabout and crews finished seeding the project for this year (approximately 5 acres of ground). The remaining project will be landscaped and seeded next summer/fall. Crews are currently repairing existing conduits to ramp lighting and anticipate ramp lights functioning as early as this weekend.
Northside (Jeremy) Project Update:
- Paving and striping occurs this Friday and Saturday on the new WB I-80 off-ramp
- Crews will finish installing the concrete truck apron at the roundabout this week
- Sewer bypass and utility work continues
- Crews are installing foundations for permanent signage

Nov. 4, 2019: Pinebrook Roundabout transitions to traditional one-way traffic flow!
Over the weekend (Nov. 2-3), crews implemented improvements to the Pinebrook roundabout. Traffic is now routed in the traditional one-way roundabout configuration. There are some added yield signs to allow traffic from side streets and ramps to safely merge into this one-lane, one-way flow.

The westbound on-ramp location will change and two-way travel in the roundabout will continue. Traffic will flow in both directions while crews complete their work before winter sets in.

The eastbound off-ramp will now connect into the roundabout. Kilby Road will be open for east/west travel. There will be a new temporary access road to the eastbound I-80 on-ramp. Traffic will flow in both directions while crews complete their work before winter sets in.

Oct. 3, 2019: New Traffic Pattern on the North Side (Jeremy)
Starting as early as October 5, there will be a new traffic pattern at the Jeremy Ranch interchange of I-80 on the north side (Jeremy) as crews shift traffic partially to the new roundabout.
When exiting westbound I-80, drivers will now be directed clockwise around the roundabout. The temporary road previously connecting the Jeremy side to the interchange will be closed and drivers can either make a left onto the new part of Jeremy Ranch Road to access the northern and western part of Jeremy Ranch, or continue around the circle to access either Homestead Road north of the roundabout, or Rasmussen Road eastbound towards the Jeremy Ranch Elementary School.
The Jeremy Store and businesses north of the interchange can be accessed on Homestead Road, north of the roundabout. See updated map, below.

June 25, 2019: North Side Detour
As of Wednesday, July 31, there is a new traffic pattern and pedestrian/cyclist detour at the I-80 Jeremy Ranch interchange on the north side (Jeremy). This new detour is in addition to the south side (Pinebrook) detour that opened last month.

Drivers from the Jeremy Ranch side looking to access eastbound I-80, or the south side of the interchange (Fresh Market, Pinebrook, Quarry Village), need to use the new access road from Rasmussen Road and turn left onto the westbound I-80 on ramp before making a right onto Homestead Road.
Drivers from the Pinebrook side looking to access westbound I-80 or the north side of the interchange (Jeremy Golf Course, The Jeremy Store), need to use the detour on the westbound I-80 on-ramp to reach the new access road before connecting to Rasmussen Road.
This new traffic configuration will be in place through fall 2019. The project team has developed the detour plan in an effort to get the roundabouts operational as soon as possible. Implementing this now will help the team achieve that goal while minimizing flagging operations.
June 25, 2019: Pinebrook Detour
As of Wednesday, June 26, there is a new traffic pattern on the Pinebrook side of the Jeremy Ranch Interchange of I-80 to accommodate construction of the new roundabouts.
A new access road on the eastbound I-80 on ramp provides connection to and from the Pinebrook side of the interchange. Essentially, the on ramp has been turned into a two lane road during this detour phase.
Drivers headed to the south side of the Jeremy Ranch interchange (Fresh Market, Pinebrook, etc.) need to use the new access road on the eastbound I-80 on-ramp to access Quarry Village or Kilby Road.
Drivers from the Pinebrook side looking to access westbound I-80, or the north side of the interchange (The Jeremy Store, Jeremy Ranch Elementary, Jeremy Ranch Golf Course, etc.), need to use the detour to reach the new access road and turn left onto the eastbound I-80 ramp before making a right onto Homestead Road.

Overview
Summit County, in coordination with UDOT, will build two new roundabouts at the I-80/Jeremy Ranch interchange. This project will optimize mobility and enhance safety for residents and commuters. Multiple studies found roundabouts to be the most effective long-term solution to address growth and traffic congestion at this interchange.

This project will improve the safety, mobility and reduce congestion at the I-80 Jeremy Ranch Interchange, located at Mile Post 141 along I-80, serves vital community and commercial interests in western Summit County. Severe morning and evening congestion impact travel of Summit County residents, visitors, and commuters. There have been multiple studies for this area including a study in June 2007, a follow up study dated June 2009, another in 2015, and several traffic signal warrant studies for the I-80 ramps. The alternatives evaluated in these interchange studies included, two different roundabout options (two large diameter roundabouts, and 4 smaller roundabouts), a Single Point Urban Interchange (SPUI), and two different signal options. At the time of the studies, the estimated cost for the roundabout option(s) were approximately is $10.3M; the SPUI option was $26.6M; and the two signal options were $22.1M and $21.8M respectively.
Based on cost and performance through the design year of 2050, the two large diameter roundabouts were selected as the preferred alternative.
